Google "Text along path" and GIMP. It's a cool function.

Yes i used text circle from create logos played with the numbers and size of the ubuntu font bold . once i had it the way i wanted. Then i chromed it . here is the blue drop shadow effect one (to get this glow you drop shadow then invert then drop shadow again the save )
