You can upgrade the kernel from there, but there is no Mesa in Debian Backports.

Still it is KDE neon's Plasma. The usual Linux inter-breeding and layer abstractions.
Basically, a KDE neon with modifications for the OEM hardware.

When Mint first got off the ground I started switching between Kubuntu, Mint (It was a KDE Desktop at the time) and neon on various computers here.
After Mint dropped support for KDE, I added a heap of QT stuff to Mint Xfce and themed Xfce to look the way my KDE had looked.
Then I found Kubuntu Backports, added it to Mint and built what some people refered to as 'FrankenMint'.
I still use it on my Main computer, a Lenovo m900 Tiny - with a secondary computer running though a VNC (NoMachine) on one Virtual Desktop, that runs on a Lenovo m93p Tiny.
The m900 runs FrankenMint KDE Plasma 5.27 (courtesy of Kubuntu Backports). The m93p runs either Neon (until recently, daily for Testing) or now that it is out, Kubuntu 23.10.
My Mint KDE hybrid works a little better than Kubuntu, but mostly because I have tweaked it in ways I can't (yet) tweak Kubuntu without breaking it.
The 'Overview' chart at the start of this post has given me a few thoughts on future tweaks.
One thing though. The fastest startup and shutdown (with all my weird Apps installed on each system) is still Kubuntu. I have no idea how, but it is 'smooth'.
