Notifications don't seem to work correctly

I just got a pop-up. Something about a Vulcan update but I didn't have time to read it before it disappeared. I clicked the up arrow on the clipper and selected notifications. It said there were no new notifications! It was less than a secound after the notification dissapered. Is there anyway to see what it was? Kubuntu 18.10.
Just to remind users and devs that Ubuntu and its flavors have a long way to go to be as usr friendly as they should be.

Not sure of this is found on Plasma 5.12 (Kubuntu's version), but there may be a button on the top of the notification widget's display window to view old ones, though this probably has to be turned on in the widget' settings

As to it being Vulkan (usu Nvidia stuff) check the Diver manager, or Discover for updates. There is a security fix that probably has dropped and a new driver version is probably available. I think it involves upgrading to a newer version.
