Download speed - IPv6 vs IPv4

 That site told me "Your internet connection is not IPv6 capable". 
 
 Then in terminal I ran some tests and it shows info about my IPv6 connection being available??
 
 Also noticed this testing site only runs for France, Netherlands, or Romania.

 Nothing in IPv6 makes it inherently faster than IPv4. I suspect what you're seeing is the effects of different routing paths. The IPv4 path may involve traversing more nodes from point A to point B than the IPv6 path. You can check this traceroute -4 destination and traceroute -6 destination.

 You are right about the speed thing. I just redid it and my IPv4 was twice as fast as IPv6.

 You could always have a peek with Wireshark? Would do it myself because I'm curious, but my ISP doesn't have ipv6 support yet
