What services are you looking for?

    I use UK service Sipgate - http://www.sipgate.co.uk/user/index.php

I guess SIP to network, you know, kinda like how Skype can call a cellphone, I was sorta looking for that sorta thing, plus video chat would be nice, but not necessary.

Ekiga is a VOIP with video. You can set up your own server for friends and family:
        http://ekiga.org/
and get your own free SIP address: https://www.ekiga.net/?page=register

Completely free? I doubt it. Telephony companies don't give free access to their trunk lines but there are pretty good offers. I use Skype because I can set my account up to make it appear that I am calling from my cell phone, so users don't block my call as "unidentified", and for calls to any landline or cellphone in the use I pay only 2 cents/minute. Out of country calls can cost from 3 to 30 cents per minute, depending on which country you are calling. I haven't seen any VOIP to landline/cellphone connections for less than that without hacking illegally into the phone lines, which you don't want to do.

I would also keep my eye on this, their site is slow though--

You could also use GoogleVoice + SkypeIN as a cheap solution
