We are talking about the same panels except I thought you had an issue getting the panel on the correct one of two screens.
Yes adding or taking away plasmoids to the panel is a bit finicky.
Obviously you first need to unlock widgets and when done it's just as important to lock them again so as to prevent accidental changes.
As you apparently found out there are several ways of editing the panel's widgets, for me the only good way is by right-clicking the panel, select Panel Options and then Add Widgets.
This will leave the panel fully visible while it is at least partially obscured when selecting Add Widgets from the desktop.
