What controls floating panel?

What controls whether the plasma panel floats or is anchored? It seems to swap between the two states more or less randomly and I can't figure out what drives it.

In that case there seems to be something wrong. It anchors if Chrome is opened unmaximized. If I drag Chrome to top of screen it floats; but if I pull it away from top of screen, sometimes it anchors again and sometimes it doesn't, even though I put the window in the same place each time. And opening up a different window (Konsole, for instance), of the same size and position as the Chrome window, behaves differently.
