no its a Samsung Droid Charge (andoid) running the KDE theme in Go-Launcher, an alternative launcher

KDE is working on a mobile OS, by the way. I don't think it's out yet. But it might be pretty cool.

it only runs on very specific hardware, ie nokia N9somethings and the like (arm cpu?)
