    Bill Gates has been talking with Obama, so I don't think it would be too much to suggest that the promotion of a "coding subsidy"* for Microsoft is the underlying topic here.

    * I am referring to the promotion of software (and an industry supplying it) to cover up the security shortcomings of an OS as a "coding subsidy".
