Possible to completely disable all mouse-over events?

Not necessarily only a Kubuntu or Linux thing, but as I am now on Kubuntu, maybe there is a solution here ...

I have been endlessly annoyed for a long time now by anything (info popups, menus, whatever, but especially menus) reacting to me just moving the mouse over them "on the way" to somewhere else. It must be thousands of times that I clicked on the wrong item in the wrong submenu because that opened without me clicking on it. If there were a way to just globally, i.e. on OS or driver level, disable all mouse-hover events or put a delay > .5s on them, that would be wonderful.

As an example of what I want: When I tried CachyOS, by default the start menu (program launcher, whatever you call it) behaved exactly as I want, i.e. nothing happened just by hovering over a menu. I had to click each time to open submenus. That's what I want (just everywhere).

Can't guarantee all of these work; haven't tired, but...

While there is no single global toggle to disable all mouse-over (hover) events in Linux, you can significantly reduce them in Kubuntu by configuring the KDE Plasma desktop settings to require clicks instead of hovers.
      • Disable Desktop/File Hover Effects: Go to System Settings > Workspace Behaviour > General Behavior and set "Click to open file/folder" to "Single click". Ensure that "Icons" or "Desktop" settings do not trigger actions on hover.
      • Disable Panel/Taskbar Hover: Right-click the panel, select Enter Edit Mode, and check settings to disable hover previews or tooltips.
      • Disable Window Hover (Focus): In System Settings > Workspace Behaviour > Window Focus, ensure "Focus follows mouse" is not selected. Use "Click to focus" instead.
      • KDE Tooltips: In System Settings > Appearance > Icons, you may be able to disable tooltips, or customize them to be less intrusive.
These changes prevent windows from coming to the front or apps from activating simply by moving the mouse over them.

Thanks, but I have already gone through all of those.
