1. Does one get this only with a fresh installation, or does it come in with an upgrade to Kubuntu 26.04 LTS?

2. Is there a way to identify; to know; that you do have this?

Plasma 6.6 is LTS. There is nothing extra to be done.

Some bug fixes and security patches are much better than zilch on a 'long term release" distro variant
This is far better than it was when there were official LTS releases of Plasma.

If Debian were smart, they should consider making an exception and moving Stable to 6.6 from 6.3. Unlikley, I bet.

Pretty much impossible as it would require new Qt, Frameworks, and a host of other libraries/packages. Large numbers of other non KDE things would also need to be rebuilt, upgraded or fixed for the new Qt/libs as well.

Actually, 6.6.6 was always planned by KDE, but it would have been the last official bugfix release for 6.6. We would have done that as a Stable Release Update even if this initiative had not come together. But now there will be more official bugfix releases of Plasma, Frameworks, and parts of Gear that need them.
