Do you see anything accessible with
cd $HOME/Desktop/
ls -l org*
and can you remove it from the terminal?
Those two links on the desktop are created by /etc/skel/ in Kubuntu 26.04 LTS for every new user.
Their names are
"HOW-TO Guides" (org.kfocus.web.howtos.desktop)
and
"Kubuntu Website" (org.kubuntu.web.home.desktop).Debian LXQt • Kubuntu • openSUSE KDE • Linux Mint • Windows • macOS
Desktop: HP Elite SFF 805 G9 • Laptop: Apple MacBook Pro 13" • and others

Look in your ~/Desktop folder and try removing it from there.
That is one of the help/docs shortcuts on a normal install, or at least the live session.
Maybe need to restart plasmashell if it is a cache thing?
The shortcut is to /usr/share/applications/org.kfocus.web.howtos.desktopSelf-built: Asus PRIME B550M-K/Ryzen 5600GT/32Gb/Intel ARC B580 12Gb/KDE neon
