Testing in a VM, I was able to confirm oshunluvr 's experience here,
I can also verify this on my PC, as I also lose the panel there until I reboot (Kubuntu 26.04 + Kubuntu Backports = Plasma 6.6.5). The Panel still shows up in the "Manage Panels" config in edit mode, though. It is an odd one, but since I never switch between the two display servers except for this sort of test, it is not an issue for me.

I assume it is a Plasma related issue, but I have not looked to dig up any relevant bug reports on it yet. Or create one.

I should check it out on my main PC (neon) but I imagine it will be the same.

.......nope, on this PC, same Plasma version, it does not happen.
neon does have a newer Frameworks version, but Plasma and Qt are identical.

The Kubuntu PC is an older Intel with integratefd graphics, the neon box is AMD with Intel Arc GPU
