Yes. I have, and so has die.boer. I'm positive there have been MANY, MANY more; likely more than those who have experienced issues. Each use case is different. Each users PC is different. Each PC configuration is different. Whether or not third-party software was installed prior to the upgrade attempt can affect things. From memory, when disabling the features in the Effects GUI it was writing the wrong kind of config value, something with a $ sign in it or something, definitely not the word false so KDE treats it as the corrupted setting it is and switches back to the wobbly/transparent defaults.
The wobbling exists because the kubuntu-settings-desktop package was updated at some point during the beta to set those effects by default (and the enlarged taskbar and mouse cursor sizes), all of which I've undone on my own system. I can't do much to change the tastes of certain maintainers but at least I have the ability to undo them.

My workaround for this issue has been to go into the Wobbly Windows settings and uncheck the "Wobble when moving" and "Wobble when resizing" settings: the system properly remembers those settings, so when Wobbly windows inevitably gets reactivated, it doesn't actually do anything. I did test by turning Wobbly windows totally off, and today it's back on but I can only tell by going to system settings: i.e., it's de facto off and no wobbles.
What's extra annoying to me about this is the settings check box is orange colored as if it's something I manually set!
I should also note that I have the exact same problem with the Translucency setting. I don't want any transparency at all, but that setting kept being turned on alongside Wobbly windows, but the workaround there is similar: go into the configuration and make sure all the sliders are set to "opaque". That way when it turns back on it does nothing.
And I also upgraded from 25.10 to 26.04.
