Pdf thumbnails in dolphin are visible only in Home directory; in other local disks I got no pdf thumbnail preview

How are you "other local disks" mounted? If you're just clicking on them with Dolphin, they're mounted at /media/<username> and considered a "removable device."
Dolphin likely behaves differently with removable devices just like it does with networked file systems - to save time by not creating thumbnails.
Try mounting them using /etc/fstab like all other "fixed" (internal) drives should be and see if the behavior changes.

In my case, I was using Veracrypt so they were being mounted under /media like removable devices, so switching to /home isn't much of an issue. But I guess as a larger question to your point -- if removable devices were previously showing thumbnails but not longer are, is this a feature or a bug? Personally, if the option were available, I'd opt into thumbnails for network file systems as well.

Perhaps it is a bug that has returned, or may be specific to veracrypt's encryption?
I don't use Veracrypt, but thumbs inside Plasma Vaults work for me so far.
.....except for PDFs. Note the image is fine here.
.....until I enable/raise the network size limit and refresh:
Setting this too high might impact performance, depending on the system.
