That looks like a boot parameter. Edit /etc/default/grub and add that after "quiet splash" inside the quotes, like:

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash amdgpu.cd=0"

Then save and run "sudo update-grub" then reboot

Probably unique to the particular GPU or mainboard, or a combination of the two. I have never have to do anything on my slightly older RX 480, which is even the same brand as yours. The bug report you linked to above is for kernels older than your 5.8, and not specific to Ubuntu.
I think it even boils down to slight revisions in the hardware, or its firmware.

I am just glad I bought my GPU last March, just before The Great GPU Shortage of 2020/21 happened. I have looked at upgrading, but even a minor upgrade to an rx580 goes
for just south of 350-400 dollars. Used.

From what I've seen, it's a bug in 20.10 with RX580. Previous versions already have amdgpu.dc=0 and not 1.
