Bad monitor settings - where to force correct refresh rate?

    Dell laptop, Intel graphics.

When connected to my external monitor via HDMI, it correctly detects the monitor's maximum resolution and rate as 3840x1600@75. However, the monitor only supports a refresh of 60 when using HDMI, so I get a blank screen when connection the monitor. I have to manually select 60hz in the monitors section of System Settings every time I connect it.

In the past, I could save the settings with Nvidia settings, but this laptop doesn't have an nvidia card.

I tried creating /etc/xorg.conf.d and a few different monitor sections, but that failed.

I ended up with a workaround - I entered the xrandr command as a startup program and it seems to work. A poor way to make this happen IMO but it seems to work.

CORRECTION: This doesn't work either. It works initally, but if I change the Primary display to the external monitor, it resets it to the wrong refresh rate
