    Creating startup CD

HI, I know this is a real noob question, and I apologize however I have searched and must not be putting my queries in correctly. I need to know how to make a startup repair cd. I know how to burn it both to CD and usb, that's not the question, but is the only directions I can find. What I want to know is how to gather the information to put on the cd/usb. Do I just do a backup, and then burn that, or is there something else I need to do? So that if I can't start up correctly, I can restore the system to present state, instead of just doing a reinstall without formatting, and then having to basically start all over with installing extra's, and setting special folder paths and all of that stuff. This way I don't really lose anything but a few settings, and a couple of non-standard programs, but it takes a couple of hours work to get everything back like I want it.
