Looks like more input method related fun is coming 13.10 is one of the worst distributions in this regard. I still cant get it working properly.

Sorry to say, but I am beginning to think that this might be a plot against those in the USA.

I have just gone through three different systems, Kubuntu 13.04 (KDE 4.11.3), 13.10(KDE 4.11.2) and 14.04 (KDE 4.11.95). On each of these I get the Locale working correctly and in the same way. That is, my country is Australia and my languages were originally American English but I have now added British English and placed it as top priority.

On all these systems, Kubuntu has been installed using the downloaded iso image. With this approach, the installation process has a world map and it normally correctly selects the City where I live. I assume that this process also defines the Country for the Locale.

As a minor aside, I have found that KDE 4.11.3 has solved the problem with screen savers staying in memory. Interestingly, with KDE 4.11.95 the problem as re-emerged.

I have been wondering if you have tried copying the .kde directory in the home account to a backup such as .kde_bk and then delete the .kde directory and reboot. For the new .kde directory so formed, does the Locale problem still exist?

With the Locale problem, are you able to see the plethora of time zones for the Analogue Clock plus the Clock default to your area and region?

Hope that this hasn't spoilt your Thanksgiving celebrations. I am wondering if your installation of Saucy was done using the downloaded iso image or by a distribution upgrade?

I must admit that I never trusted that approach and have always done an install from the downloaded iso image on all my three systems. So since I have not had the problems that you have encountered, I am wondering if it is caused by the release-upgrade.

I should explain why I do not trust the release-upgrade approach. Over the years since I have been using Kubuntu, I often make specific changes that do not always involve Canonical repositories. I remember, rightly or wrongly, that the release-upgrade only works correctly for "Standard Systems", ie those that have not been tinkered with. So I have files created for each distribution that I update and that lists all the changes to make after doing a new installation. This process I have found very reliable and have been able to speed it up over the years. When I either install or re-install a new system, my wife is hardly aware that I have done it - except when I "break" the system she uses. I am VERY HAPPY with Kubuntu 13.10 and have used it for my main system from when it was in its beta phase.

Thanks for that. I must say that I am surprised that SteveRiley and Buddlespit have not replied to see if this method solves their problem. I honestly think that this is not a KDE bug but a problem with doing a release-upgrade.

I haven't decided if I want to start all over with Kubuntu, just because of the no country/ language thing. And if I do start all over, do I want to install Kubuntu or openSUSE? Currently, I'm testing devel (trusty) out. I'll ride this as far as I can, until it breaks, and I do have to start over.

Nah. don't re-install. That's too easy! Dig and dig until you find the messed up file(s) and fix the issue. This will result in bragging rights.

The Kubuntu devs made some changes to the way language packages were handled in 13.10. My system isn't exactly "vanilla" Kubuntu; for example, I remove the kubuntu-desktop package so that I can then remove a handful of its dependencies that I don't want, particularly LightDM. I also remove all the iBus-related stuff, and this may be the crux of the problem.

I haven't had a great deal of free time lately, alas. Last week was unusually busy, this week I'll be in SF starting Tuesday evening, and the month is quickly filling up with performances here and there. Somehow, my name got on a list and I've received a number of requests to join various groups for concerts this month. Fun!

There are no problems with my clock.

I'll have to do some more exploring over the weekend.
