I created a user then this new user tried to log. The system asked him to set new password but the new password dialog box did not respond at all and GUI hung. Of course, the password could be set by the user in text mode (after ctrl+alt+F1). Any clues?

you may have to try the 'restart x server' option at the login screen, it should work after a reboot in any case. I think KDM needs to reload the login data, so restarting the xserver should do that once kdm is reloaded.Self-built: Asus PRIME B550M-K/Ryzen 5600GT/32Gb/Intel ARC B580 12Gb/KDE neon

On mine, you have to close the password box once and retry.
