Okay, apparently kde4.5 creates a new activity when it boots up and keeps that activity as default.
This is why plasma widgets are not persistent.
I did this:
click on th "cashew" top right->open up activities and click all activities not without a red cross.
Now right click desktop-> desktop settings-> choose folder view.
Add widgets and wallpapers as needed.
After a reboot all should be persistent.
