    just another wi-fi not connecting

my laptop ran out of battery and when i turned it on my wi fi was gone. (kubuntu 18.04)

wi fi exists in network connections, but in kde network manager applet there is nothing except wired connection which is working properly.

Using printscreen would be better here, and make a much better image that is much easier for us to see

But we do need to know about your wifi hardware

see here for some instruction on what to look for.
Make sure that your wifi has not been disabled via a hardware switch, keyboard shortcut, or even bios settings.
