After Install it shows LOW GRAPHICS

I have been upgrading Kubuntu for several years. This time when 13.10 was available I did the upgrade as usuall. When it came time to restart it came up. "Starting in LOW GRAHICS MODE" I could not do anything and had to go back to a CD I had of Ubuntu 13.04.Then install Kubuntu 13.04 and try to upgrade to 13.10 again with the same result. What is LOW GRAPHICS MODE and what is my problem. I tried to upgrade several times with the same result. I am now in 13.04 and still want to upgrade to 13.10. What can I do? Any help is greatly appreciated.
My OS is 3.8.0-32 Generic. KDE SC Verion 4.10.5. Processer Intel(R) Pentium(R) 4 CPU 3.00 GHz. If you need Graphical Inforrmation please let me know and I will try to figure it out how to copy from kinfocenter.
Thank you for any help as I want to stay up to date in Kubuntu.

    try this in a terminal
    Code:
    lspci
and find the line that has your GPU (ok so maby
    Code:
    lspci | grep VGA
will give you gust that line),,,,,,I suspect it is an older nvidia chip set and you will need to install the binary blob . as support for the older ones is falling off.
