    adept manager won't work

I loaded up Kubuntu on my PC for the first time 2 months ago. The software crashed 3 days ago and I couldn't figure out how to recover and lost all of my data. I reloaded it again for another try before I go back to XP (i hate window but....). Today the adept manager is not working; this is the message I am getting:

Another process is using the packaging system database (probably some other Adept application or apt-get or aptitude). Please close the other application before using this one.

How do I find this other application or the packaging system database?
    thanks
    jeff

Paul- thanks for the help. I tried it and this is what I got:

      eff@fred:~$ sudo apt-get -f install
      Password:
E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
      jeff@fred:~$ dpkg --configure -a
dpkg: requested operation requires superuser privilege
      jeff@fred:~$

      What are superuser privileges?

apt-get and dpkg commands need to be run as root. In the console shell, redo the commands, but precede them with sudo (sudo dpkg --configure -a) and then rerun (sudo apt-get -f install)
