Yes. Ubuntu works on six-month release cycles. Each release is updates with security updates, but upgrades of software in general (not security ones) happen only every six months. So Kubuntu Dapper (6.04) will have Firefox 1.5, but Breeezy (5.10) has Firefox 1.0.7.
