    Enable Plugin/Hook System

As many of you know/have experienced, there are sporadic and/or continuing 'issues' here in KFN. I've already, on several occasions, stated why this is happening, so I won't beat that dead horse again here.

I've turned off the Plugin/Hook System.
This setting allows you to globally enable or disable the plugin/hook system.

By switching the system off, only vBulletin-native code will be run, so it can be used to establish whether errors exist within vBulletin itself or in plugin code.
I've done this just in case any of the custom plugins might be interfering/creating underlying problems. All the code used in those plugins is many years old and essentially no longer supported, as is our current version of vBulletin.
