How to Disable on mouse over for taskmanager

I'm trying to disable on mouse over on taskmanager.
Is this configurable?

Another question, is about the proxy.
Ive setup my proxy using a PAC file, but, in Discover/Updater the proxy is not running.

This may be what you're looking for:
Right click on task manager, configure, uncheck Show tooltips.
