Desktop taskbar in bar help

I have installed KDE 4 and it seems fine bar the task bar at the bottom wont fully display ( see attached pic ) the very very bottom appears at the top of screen.
Any ideas?
Also in desktop effects what does the key toggle "Meta + 0" mean whats meta?

Mmm, about "Meta" key, i think is "Alt" key, but i'm not sure....
