After exploring various settings I came upon the Boot Splash Screen which I assume is what is displayed as the system boots to login. With the exception of Breeze and Breeze (Text Mode) everything is showing the icon that is typical of "missing image" on a website. Is that an error or what?

Boot splash are the Plymouth splash screens that shows between grub and the login manager. These are unrelated to Plasma or the Plasma version.
The lack of a screenshot I think may be simply that they didn't come with one, or something along those lines. These are other part of Plymouth, or from Ubuntu. I am not sure, as I don't often change this, but this has been this way for a very long time, as in multiple years or even longer, and may not be specific to Kubuntu or KDE.
I installed one for KDE neon, and it does show a screenshot, fwiw.
The 'regular' splash screen is the one that comers after the SDDM login screen while the desktop loads. This one is a KDE specific item, and iirc being Plasma 6 compatible is necessary.
