I can't find it anywhere, nor the individual components. Was the Startup and Shutdown section removed? In System Settings in Plasma 5.27.12, this section appears in Workspace > Startup and Shutdown, and in there you have Background Services among others.

I think background services is long gone, though there should be a systemd addon kcm available? There was one for Plasma 5. kde-config-systemd but I thought SystemdGenie was replacing it.
Oops, I shoulda remembered this, but it IS there, just hidden.
kcmshell6 kcm_kded or search for 'background' with krunner/application launcher
