Actually it's in Ubuntu and Debian, just not named what you'd think: the manager is part of qt6-style-kvantum

But with Plasma 6 and Qt6, having a more current version is likely better.

So I assume it's a KDE bug, fixed in 6.2.x, with no fix for 6.1 unless whatever broke can be patched via a backport from the newer code.

It usually seems to depend on what the devs are working on at the time for the next release. I would imagine Plasma 6.3 is where they'd start, since that is what they are building right now
