Will Kubuntu 23.04 not get any updates?

There's a Plasma 5.27.5 update released as well as newer KDE Gear and Frameworks. Will Kubuntu 23.04 keep using 5.27.4 and older versions of everything until the end?

Yes, by design. Non-LTS Ubuntu and official Flavours don't see new versions of most things between releases, for 6 months.
Kubuntu do offer repos that can have newer stuff - the Kubuntu-Backpoprts PPA - but they don't always include every minor 'point' version, and they aren't usually provided immediately.
These Backports packages for non-LTS come from work done for the next release, in development. And the Kubuntu team have only last week started building Plasma stuff for 23.10. \
So some updates will be available via the addon PPA, but not immediately, and often they might skip a point release.
