Dolphin slow thumbnails on encrypted drives

In this 22.04 release there is a bug/behavior where dolphin won't cache icons if the hard drive is encrypted.

    See this report :
    https://bugs.kde.org/show_bug.cgi?id=443806

It has been resolved in frameworks 5.107 onwards and I was wondering if I would need to change to the rolling release or if there was a way of updating this release to include the fix?

Kubuntu doesn't have a 'rolling' release, just the 2-year LTS and the 6-month regular releases.
Normally, you would only get updates to the existing Plasma/Frameworks/etc in an LTS, so one would need to upgrade to a non-LTS to see any major updates.

While one can in 22.04 update to a much more current Plasma (5.27) via the Backports-extra PPA this will NOT provide a Frameworks version past 5.104. So your only options here will be to wait for Kubuntu 24.04 and upgrade, or do a clean install of 23.10, and upgrade to 24.04.
