When I try to save an image, for example, to my 2nd hard drive, I get an error message about not being able to open the directory, permission denied. Brave is the only program I'm seeing this problem with. I don't see anything in Brave's settings that would cause this problem. Any ideas?

How did you install Brave? Flatpak or Snap, is my guess. These types of packages are sandboxed, and can be limited by their creator to not allow access to external drives, or rather ones that are not explicitly mounted via the fstab .
This can be adjusted, at least in snaps
