    [PLASMA 5] OS-wide stuttering, under certain circumstances

    CPU: Intel Core i9-9900k
    GPU ASUS GeForce RTX 2080 SUPER (Driver 460.xx)
    32GB Dual-Channel RAM
    OS, and Home are both installed on SSDs

    * Stuttering happens OS-Wide lasting between 0.5 to 2 seconds
    * Happens when opening K-Menu
    * Launching apps from the K-Menu
    * Any time notification popups appear (this seems to be the biggest hit, so far)

    I'm on a very slow migration to Linux, from Windows. This was originally a fresh install of 20.04, due to issues with my previous home directory.

    I first noticed this, when playing Shadow of the Tomb Raider. I was playing, and someone sent me a message on Discord. The game dropped to 2FPS for two seconds, while displaying the notifications. These stutters are also noticeable when watching videos on YouTube, triggered by the same events. Considering the HW resources available, this really doesn't make much sense.

    Any help would be appreciated.

    Edit: Same problem still exists in 22.04, with driver 510. Any attempt to use vsync (in games), or the compositor to limit framerates to my 60Htz refresh rate seems to be a big cause of this, but I'd prefer the limit, instead of runaway FPS, if I can get it without the stuttering.
