I don't understand how bluetooth and my speakers work fine for 6 weeks and then just stop working. 26.4 never used series 6 kernel and my grub only list 7.0.0.22 up to 7.0.0.30. When I tried the live USB of Kubuntu bluetooth and speakers worked very well.

I appreciate all of your help but i'm going to do some more searching and i'm going to start the live USB just for fun and try again in the morning.

ps. My wife has fixed the the problem she said I just need to plug them in.

can you maybe try a complete power drain , like this :

-Don't simply reboot.
-Shut Kubuntu down completely.
-Once the machine is off, switch the PC's power supply off (or unplug it).
-Hold the PC's power button down for about 15–20 seconds.
-Leave it without power for a minute.
-Restore power.
-Boot Kubuntu.

then immediately run:

hmm ok ...there is still no Bluetooth USB device for the driver to bind to.
so far we've seen
-bluetooth subsystem loads.
-btusb loads.
-btrtl loads.
-RTL8821C firmware is installed.
-lsusb sees no Bluetooth device.
-bluetoothctl sees no controller.
-Older kernels have the same problem.
-A complete power drain didn't restore it.
-The RTL8821CE is generating repeated PCIe physical-layer RxErr messages.

only thing to try now is boot a Kubuntu 26.04 Live USB and select Try Kubuntu.
then just run

If Bluetooth is also absent in the live session, we've effectively ruled out the installed Kubuntu system and its configuration.
If Bluetooth appears in the live session, then we know the hardware is okay and we can go back to investigating the installed system.

The RTL8821CE is a combo Wi-Fi/Bluetooth card. The Wi-Fi portion connects to the system over PCIe, while the Bluetooth portion normally appears to Linux as an internal USB device.

PS: it might even be a hardware fault , maybe the card is not seated properly? He'll have to open up the case to check that
