[Post-Install] Headset connects even though bluetooth is disabled

My bluetooth devices connect to the PC even though I have bluetooth disabled on the PC.

Once I turn my headset/earpiece on, it tells me in my ear that it's connected and the bluetooth icon at the bottom right of the screed will have a little 1 on it like a notification even though the bluetooth icon itself is grayed out (disabled)

This is very annoying because my headset connects to both my PC and my phone, but if I'm on the phone, I like to turn my bluetooth off on the PC because I walk outside the house and don't want it bothering me. Only now, even though it's off on the PC, as soon as my headset gets out of range of the PC it starts letting me know in my ear and again when I'm back in range it connects again and interrupts my call.
