Why is the icon on the Panel for Firefox Developer (when it's running) different than its actual application icon?

Malfomed .desktop file, or there isn't one in the appropraite place(s), or possibly just a bug in the app.

If it is not the .desktop file, then you can set a rule to correct it.

Or assuming this is a self-contained tarball from mozilla, you probably want to make a desktop file for it. Schwarzer Kater does this with the de-snapped firefox scripting, if you want an example to follow.
