Pretty much the same as any other upgrade. Odd that they don't mention *how* to upgrade in the announcement. There is no wiki page currently for Resolute (I think this is fading away tbh),though Questing's should be useful as a guide, I think
In any case, as you are using 24.04 LTS, you can wait for the official upgrade notification in October, as is the norm for LTS releases.
Or you can change a setting as described in the link above, and try to start the upgrade manually.

The official 24.04LTS to 26.04LTS will be released in August. This release is for those who use 25.10. The LTS release is the "official" release from Ubuntu, all other interim releases are basically "bug testing". In order for LTS to be rock solid for business customers, the next few months will be bug fixing. At this stage there is no devel version, and using -d does upgrade to 26.04, not 26 10,
For LTS uogrades it wont install anything unless one changes the upgrade setting to non-LTS once 26.10 development starts. Or it just upgrades to the LTS - I'll have to recheck that one, though.
For sure, manual upgrades are for the less patient, the early adopters, the testers, and those who have tested already.
