Icons will NOT stay where I put them on a panel after reboot, help

EVERY SINGLE time i put the icons where i want them, with spaces, to make it look nice, and the way i want them organized, if there's a crash (no biggie, system is fine), or i reboot, EVRYTHING changes and i have to put them back the way I had them.. is ther ANY WAY at all to LOCK THEM FOREVER?

    this is annoying as he11

any help or a command that actuallY LOCKS the look of the desktop so when I reboot or log out and back in everything is where I left it..
