How do I change my RWIN value?

Is there any way I can change my RWIN settings in Kubuntu? I ran a speed tweak plugin and it recommends a different value than the one thats set?

I guess ill explain my problem and it may not even be an RWIN issue.

I think I'm getting speed dropoffs while downloading large files. When I start everythings fast, but towards the middle or end it seems like it starts go go very slowly.

Thats true, but thing is if I reboot or sometimes even just reset my connection the speed comes right back.
