Is there a way to alter the size of these things? I've looked everywhere, and I would like wider scroll bars, and bigger buttons. They are painfully small.

Have you tried changing the Window Decoration theme?
If you choose Plastik, for example, the buttons (close, minimize, maximaze) are bigger.
And if you choose other Widget Styles then Oxygen, you might get larger scrollbars as well.
But there is no option, indeed, to specify sizes for a selected "theme".
