 Opinions and tastes vary.
 Popular is the Qt frame work, it's free for non commercial use, kde is built with it.
 As for IDE's, there's www.kdevelop.org. Personally I like qdevelop better http://qdevelop.free.frGreetings from Groningen Netherlands

At this point the only true success that I do have with an IDE is netbeans. I do some C++ coding once in a while and it works just fine.
