    Frequency scaling

    I am having a problem with the frequency scaling on my laptop. I have had Kubuntu on this laptop since dapper. I have always gone through the apt-get dist-upgrade to make my changes. The scaling had been working fine for a long but I have now noticed that it is not working. It is stuck at 1000 mhz. I had noticed things were running a bit slow for a while but never check until now. I have also installed KDE4 along side KDE3. Do not know if there are any effects from this. I could have screwed up a config file but can't think of doing any edits anywhere in a very long time. I have put the output of cpufreq-info below. All looks good until you notice the line

    current policy: frequency should be within 1000 MHz and 1000 MHz

    I cannot change it. Any Ideas??
