I'd like to be able to tell Kubuntu to go to sleep and to perform hibernation after certain time has passed. (For sleep, about 15 or 20 minutes; for hibernation, about 1 or 1.5 hours or so)

 Have you looked into kpowersave? Alt-F2 --> kpowersave.
 
 If nothing happens then you probably don't have it installed. Go to Adept manager and type in the filer kpowersave. It should show up. Install it and then do the above.

 I recall having installed this when I had been running Feisty (7.04), but I don't think I had it now with Gutsy (7.10) which was installed on new partition other than 7.04's.
 
 I notice that it has a "Suspend-to-disk" option and from testing it back then, it seemed to me (if I remember correctly...) that it is a safer sleep, and not really hibernation. So, I request adding hibernation to KPowersave.
