I recently built ffmpeg from source and used checkinstall to install it, but everytime I go into adept it wants to downgrade it to the version in the repositorys (even though I set the version info on the .deb to 999).

Apt-get sees the ffmpeg you built as a different version, so the only real way to fix this is to make sure the version/name is fully higher version number than the one in the repos, or else you can "pin" your package

Also if you use synaptic, you can use the "lock version" in the Package menuSelf-built: Asus PRIME B550M-K/Ryzen 5600GT/32Gb/Intel ARC B580 12Gb/KDE neon
