I tried the same, but it just messed up the settings. The power saving option kept switching itself off with each reboot after I changed it with administrator rights.

Feel free to do so. But it is a KDE bug and Kubuntu is not the only ditribution with this problem.

Looks like theres a similar problem in Edgy. I can't get DPMS to work without using xset at the command-line. The System Settings->Display->Power Save feature seems to revert to 5 hours after reboot.

              same problem here

If there would be an award for "most ridiculous bug" this would be a serious contender for it. It's here now since KDE 3.5.2 I think. Seems a small bug, supposedly already fixed a while ago. But it keeps sticking around.
I reopened the bugreport on September the 18th at http://bugs.kde.org/show_bug.cgi?id=128696, but the status is still "unconfirmed".

              ----------edit--

I "voted" for the bug. Now that it reached 70 votes it says:

*** This bug has been confirmed by popular vote. ***

and the status changed to NEW ( ).

Let's hope this will have some effect.

                Little Update

On bugs.kde.org a patch was released concerning this bug. http://bugs.kde.org/show_bug.cgi?id=128696 It says that the values were not saved properly.

But then there seems to be another issue with the values being misinterpreted by K/Ubuntu as minutes rather than seconds.

There is another Ubuntu bug report on https://launchpad.net/distros/ubuntu/+bug/48509 regarding the issue.
