Have you tried creating another Kubuntu Default Panel by right mouse click on an empty desktop and selecting Add Panel? Does the new panel then behave the same way when you try to change its height?
If you can change the new panel without any problems, then you can delete the problem panel and move the new Default Panel to the place you want your panel to be located.
If you could give the versions of the KDE Plasma and Frameworks that you have it might help. Also, I assume that graphics work to your liking on your system. -
It got fixed after an update today.
