Not sure how much time passes, before it happens, and this is the second time I've encountered this on this install. This is a fairly new fresh install of Kubuntu 19.10, using nvidia drivers 435.
Next time it happens, I will ssh in, and run the top command, as I just installed SSH server.
When it happens, I can't switch to a different TTY to enter commands.
Whatever other information you need, just let me know.
