Sometimes, but not always, Libreiffice can be useful for this.
Chrome's PDF viewer can do this, if the form was specifically made to be filled in.

For filling in forms I use https://www.foxitsoftware.com/pdf-reader/. You can install an image of your signature so that signing the form is a simple drag and place.
